I have finally read Florida Statutes Chapter 163 -- Part IV -- Neighborhood Improvement Districts. This is the enabling legislation for the “Washington Park Neighborhood Enhancement Plan” in Broward County Florida. If you read this link at least go to the bottom and see some of the things they have the ability to do.

This seems to be a very powerful program for a neighborhood to help to control its own destiny. I think it would work much better than an overlay district. After being asked to look at this for months I am sorry it took me so long.
