Sarasota City/County Bicycle Plan Revisited

Is there a public resource in the city or county of sarasota that has a copy of the Bicycle Ped Plan?
This was a plan that was a organized method of checks and balances regarding the rights of peds and bicycle riders. It also was a worklist of things to improve county wide.
It would be nice if I could get one mailed to me.
